He asked the first recipient what he had done to deserve the medal.

He asked the same question to the third recipient.
I'm blind and I made a free fall parachute jump sir.
Very good, well done...... Wait a minute, said Chuck, One has made a
few free fall jumps in one's time and it is difficult enough being
sighted. For example, One knows when to get ready to jump because
the red light turns to green. But you cannot see the light so
how do you know when to get ready?
That's easy sir, I have the lights wired to a buzzer so that
when the lights change a buzzer sounds.
OK, says Chuck, but when one is ready to pull the rip cord, one has
to look for it to hold it. How do you manage to find it?
That's easy too sir, for I have the handle of the rip cord taped
to my left shoulder, and the handle of the emergency chute taped to
my right shoulder.
That's all fine, says Chuck, but being an experienced parachutist,
I know that just before the moment of impact one has to bend one's
knees and brace one's self. How do you know when to do this, because
you cannot see the ground?
That's easy sir. I do that when my guide dog's lead goes slack.
